Library 情報検索ガイド 統計情報の探し方 How to Search for Statistics Information 統計とは、「社会現象の量を反映する数字であり、とくに社会集団の状況を数字によって表現したもの」です（※1）。国立国会図書館のホームページにある「リサーチ・ナビ」では、さまざまな統計へのアクセス方法についても解説されています。これを参考に、本学での統計情報の探し方について説明します。 ※1 "統計", 日本大百科全書（ニッポニカ）, JapanKnowledge, https://japanknowledge.com , (参照 2021-06-03) Statistics are numbers that reflect the amount of social phenomena, especially the situation of social groups. With reference to this, we will explain how to find statistical information at our university. 公的統計 Official Statistics 国の機関や地方公共団体などの公的機関が作成する統計は、大規模な調査が多く、公的に定められた基準に基づいて組織的に作成されるため、高い信頼性が期待できます。国の行政機関が作成する統計のうち、統計法（平成19年法律第53号）に基づき総務大臣が指定するとくに重要な統計を「基幹統計」といい、2020年8月現在、53統計が指定されています（総務省のWebサイトに一覧があります）。基幹統計については、調査の報告（回答）を求められた者が報告を拒んだり虚偽の報告をしたりすることが禁止されており、国の費用で、政令に基づいて、大規模な標本調査や全数調査が行われます。公的統計は、この基幹統計を中心として体系的整備が図られています。（※2）。 政府各府省が公表する統計情報は、ほとんどの場合、それぞれの府省のWebサイトや、政府統計の総合窓口である『e-Stat』サイトで閲覧やダウンロードができます。地方自治体の多くも、それぞれのWebサイトを使って統計情報を公表しています。たとえば京都府の場合、『京都府統計なび』のページと『京都府統計書』から多くの統計情報を得ることができます。 総務省統計局の編集による『日本統計年鑑』は、日本の国土、人口、経済、社会、文化などの広範な分野にわたる基本的な統計を、網羅的かつ体系的に収録した総合統計書として、長年にわたり図書館の必須コンテンツとなってきました。本学でも継続して収書しています。最新号は総務省統計局のWebサイトで、電子書籍として無料で閲覧できます。 これも総務省統計局の編集による『日本の統計』は、よく利用される基本的な統計を選んで体系的に編成し，ハンディで見やすい形に取りまとめたもので、やはり、長年にわたり図書館の必須コンテンツとなってきました。こちらも総務省統計局のWebサイトで閲覧可能です。最新号は、PDFとEXCELシートのどちらでもダウンロード可能です。 ※2 "基幹統計", 日本大百科全書（ニッポニカ）, JapanKnowledge, https://japanknowledge.com , (参照 2021-06-03) より要約 ※3 Webサイトに関する情報は、2021年6月現在のものです。 Statistics prepared by public institutions such as national institutions and local public bodies are often large-scale surveys and are systematically prepared based on publicly established standards, so high reliability can be expected. Many local governments also use their websites to publish statistics. For example, in the case of Kyoto Prefecture, you can get a lot of statistical information from the "Kyoto Prefecture Statistics Navi" page and the "Kyoto Prefecture Statistics Book". The "Japan Statistics Yearbook" edited by the Statistics Bureau, Ministry of Internal Affairs and Communications is a comprehensive statistical book that comprehensively and systematically records basic statistics covering a wide range of fields such as Japan's land, population, economy, society, and culture. It has been an essential content for libraries for many years. We continue to collect it at our university. The latest issue English version can be downloaded as either a PDF or an EXCEL sheet. *3 Information about the website is current as of June 2021. 民間の統計とデータベース Private Statistics and Databases 各種業界団体や民間調査会社などが行う統計調査には、公的機関が実施する統計では扱わない分野の調査や細かい調査項目が含まれていることがあります。たとえば、日本図書館協会は全国の図書館の蔵書数や職員数などを毎年調査し、『日本の図書館』という年報にして公表しています。日本自動車販売協会連合会は、新車の販売台数などをWebサイトで公表しています。『統計でみる日本』（総務庁統計局監修 ; 日本統計協会編集.）は、幅広い分野にわたって重要な統計を分析し、表とグラフを使って現状をわかりやすく解説する資料で、多くの統計について国際比較が行われています。『業種別審査事典』（金融財政事情研究会. 2021年6月現在、本学ではOICライブラリーで2016年版を所蔵.）は、金融機関が与信審査の際に使うことを念頭に編集された資料で、多様な商品の市場規模や各社のシェアなどの情報が掲載されています。 公的統計、民間統計ともに、印刷物として公表される場合は、年報となることが多いため、本学の図書館では「白書・統計コーナー」に、分野別に並べられている場合が多いです。しかし「白書・統計コーナー」以外の書架にも統計資料はありますので、必要な場合は根気よく探してください。Webサイトから統計資料を探すにも根気や工夫が必要です。レファレンスカウンターはみなさんの統計情報検索の支援も行っていますので、ご相談ください。 民間企業や各種団体から提供される統計資料の中には、それらの企業や団体が独自の統計調査を行ったもの以外に、公的統計にさまざまな分析用の情報を付加して、複数の公的統計量や民間の統計調査結果を横断的に検索しダウンロードできるようにしたり、毎年の統計量を時系列にダウンロードできるようにしたものがあります。「電子リソース一覧」では資料タイプ「統計」に、統計関係のデータベースやWebサイトをまとめていますが、企業活動に関する統計については資料タイプ「企業・ビジネス」に分類しています。また「新聞記事・ニュース」にある「毎索（マイサク，毎日新聞データベース）」では、毎日新聞社が実施した世論調査の結果を時系列でみたり、性別年齢別に集計したりすることができるようになっています。データベースで統計情報を探す場合も、レファレンスカウンターのアドバイスが受けられます。 Statistical surveys conducted by various industry groups and private research companies may include surveys in fields and detailed survey items that are not covered by statistics conducted by public institutions. Among the statistical data provided by private companies and various organizations, in addition to those that have conducted their own statistical surveys, there are types which multiple statistical data added to official statistics for various analyses. Some have made it possible to search and download official statistics and private statistical survey results in a cross-cutting manner, and some have made it possible to download annual statistics in chronological order. In the "e-Resources List", statistical databases and websites are classified in the "Statistics" Material Type, but statistics related to corporate activities are classified in the "Company and Business Information" Material Type. Using "MAISAKU (Databese of the MAINICHI Newspaper)" in the "Newspaper Articles and News" Material Type, you can see the results of polls conducted by Mainichi Shimbun Campany in chronological order or aggregate by gender and age. Of these, some of the books we collect at our library are as described above. インターネット情報源として紹介されているもののうち、フリーでアクセスできるものは以下の通りです。 〇政府の統計窓口 e-Stat 内「統計関係リンク集」→表示された画面で「外国政府の統計機関」をクリック Those introduced as e-resources on the Internet that can be accessed for free are as described above. また、電子リソース一覧の資料タイプ「統計」にある電子リソースのうち「Euromonitor Passport Category Level Global」「ICPSR（政治・社会調査のための大学協会） Direct」「IMF（国際通貨基金） eLibrary Data」「OECD（経済協力開発機構） iLibrary BPS Online」「Oxford Economics グローバル経済予測データベース」「World Bank Online」は、海外から提供されている統計データベースです。 Also, among the e-resources in the "Statistics" Material Type of the e-resource list, "Euromonitor Passport Category Level Global", "ICPSR (Inter-university Consortium for Political and Social Research) Direct", and "IMF (International Monetary Fund) eLibrary Data" "OECD (Organization for Economic Co-operation and Development) iLibrary BPS Online" "Oxford Economics Global Economic Databank" "World Bank Online" is a statistical database provided from abroad. 数字の意味 Meaning of Statistics 統計情報には、統計調査がどのように実施され、どのような基準で集計されたのか、などといった情報が含まれます。統計情報を印刷された媒体で公表する場合は、数字の公表の前段にこれらの説明があったり、表の備考欄などにこれらに関係する記述がなされたりします。そこに記載されている調査方法や集計基準によって、統計数字の意味は大きく変わります。たとえば病気による死亡者数の例で説明しましょう。人口動態統計でインフルエンザによる死亡者数を調べると、年間３千人前後で推移していまが、これはインフルエンザが直接の原因となって死亡した人の人数です。インフルエンザによって他の慢性疾患が悪化して死亡した場合などは、この数字に含まれません。一方で、2020年から爆発的な流行となった新型コロナウィルス感染症による死亡者数は、肺炎などで死亡した人が新型コロナウィルス感染症に感染していたかどうかによって該当者かどうかを判断した数字が発表されていました。どちらも直感的には病気による死亡者数ですが、この数字によって「どちらの方がより深刻な病気か」などといった論を展開する場合に、ふたつの数字を直感的に比較することはできません。 Webサイトから簡単にデータをダウンロードできるようになったことによって、調査方法や集計基準など、最終的な数字以外の統計情報へ注意が向けられることが減っているように思われます。何かを説明する根拠として、統計数字は説得力がありますし、ときには強いインパクトを持っています。しかし、それによって議論の方向を誤らないように、数字の持つ意味には細心の注意を向けなければなりません。 Statistical information includes information such as how statistical surveys were conducted and by what criteria they were aggregated. The meaning of the statistical figures varies greatly depending on the survey methods and aggregation standards described there. Let's take the example of the number of deaths due to illness. Looking at the number of deaths due to influenza using vital statistics, the number of deaths due to influenza has been around 3,000 per year, and it is the number of people who died directly due to influenza. This figure does not include cases such as when influenza exacerbates other chronic illnesses and causes death. On the other hand, the number of deaths due to the COVID-19, which became an explosive epidemic from 2020, was judged by whether or not the person who died from pneumonia etc. was infected with the COVID-19, and were announced. Both numbers are intuitively the number of deaths due to illness, but it is not possible to intuitively compare the two numbers when you make a dicussion that such as "Which is the more serious illness?" We are concerned that the ease with which data can be downloaded from websites has reduced the focus on non-final statistics such as survey methods and aggregation criteria. Statistical numbers are compelling and sometimes have a strong impact as a basis for explaining something.
