 Ministry of Health, Labour and WelfareJapanese Skip to Archives Home What's New Related Sites Links Back Next Central Labour Relations Commission About us     The Labour Relations Commissions were established in March 1946 following the enactment the Trade Union Law.     The Central Labour Relations Commission (CLRC) is an extra agency of the Ministry of Health, Labour and Welfare. As an independent administrative agency, it is neither directed nor supervised by any other government agency. Outline A.Mission     The CLRC has the mission to protect the workers' rights of association and promote fair adjustments of labour relations. Its primary functions are (1) to process unfair labour practice charges under the Trade Union Law;(PDF:30KB) and (2) to promote smooth and fair settlement of labour disputes under the Labour Relations Adjustment Law. It exmines unfair labour practice cases that concern more than two prefecutures or those cases of nation-wide significance, reviews the first examinations of the Prefectural Labour Relations Commissions, and adjusts labour disputes through such measures as good offices, mediation and arbitration.     The Prefectural Labour Relations Commissions are established in each prefecture in order to make the first examination of unfair labour practices and deal with labour disputes within their geographical area. B.Members     The Labour Relations Commissions are tripartite bodies with members representing labour, employer and public interests.     The CLRC has 45 members in total (15 members from each party), who are appointed by the Prime Minister. C.Secretariat     The Secretariat is established to be in charge of administrative affairs of the CLRC.
