The COVID-19 pandemic accelerated the digitalisation of economies as societies adjusted to social distancing and rapid responses in healthcare, education and service delivery. The sources of innovation and technological progress are increasingly diffuse and digital protectionism is on the rise. There is a global governance deficit with no multilateral rules for governing the digital economy. A patchwork of bilateral, regional and plurilateral agreements are beginning to set some standards and rules that cover some aspects of digital trade. Geopolitics is leading to a digitally divided global economy with strategic rivalry between China and the United States leading to digital decoupling and a more fragmented digital global economy. The Research Institute of Economy, Trade and Industry (RIETI) and the East Asian Bureau of Economic Research (EABER) at The Australian National University bring together a group of experts from across the Asia Pacific to draw on existing research to develop a pathway towards an Asia-Pacific Digital Economy Governance Regime.
